Born 1936 in Budapest/Hungary
Studied law in Budapest and - after fleeing from Hungary in 1956 - in Tübingen.
First and Second State Law Examinations in Baden-Württemberg (1959 and 1963 respectively).
Doctorate in law at the University of Tübingen (1962)
Habilitation at the University of Cologne in Public Law, Political Science and Eastern European law (1970)
1964-1971 Research assistant at the Federal Institute for East European and International Studies in Cologne
1971-1984 Professor of Public Law, Eastern European Law and Political Science at the University of Würzburg
1984-2002 Professor of Public Law, General Political Science and Eastern Law and Director of the Institute for Eastern Law at the University of Cologne

In the field of public law: focus on comparative constitutional law, the democratic transformation of the rule of law in Eastern Europe, EU enlargement to the East, constitutional jurisdiction and minority rights.
In the field of economic law: legislation for the establishment of a social market economy in Eastern Europe.
