- Born 1936 in Budapest/Hungary
- Studied law in Budapest and - after fleeing from Hungary in 1956 - in Tübingen.
- First and Second State Law Examinations in Baden-Württemberg (1959 and 1963 respectively).
- Doctorate in law at the University of Tübingen (1962)
- Habilitation at the University of Cologne in Public Law, Political Science and Eastern European law (1970)
- 1964-1971 Research assistant at the Federal Institute for East European and International Studies in Cologne
- 1971-1984 Professor of Public Law, Eastern European Law and Political Science at the University of Würzburg
- 1984-2002 Professor of Public Law, General Political Science and Eastern Law and Director of the Institute for Eastern Law at the University of Cologne
Areas of Research
- In the field of public law: focus on comparative constitutional law, the democratic transformation of the rule of law in Eastern Europe, EU enlargement to the East, constitutional jurisdiction and minority rights.
- In the field of economic law: legislation for the establishment of a social market economy in Eastern Europe.
- In addition, there is the development of the socialist legal system, which now belongs to legal history, with its current references
